Who pays closing costs in Virginia
Virginia calls its transfer tax a recordation tax. Submission of the deed to the county for filing triggers this charge. At 0.25% of the sale price, Virginia’s state rate applies. The statute does not name a payer, but buyers usually cover this charge. The City of Alexandria also names the purchaser as the party responsible for payment.
A second 0.25% mortgage recordation tax also falls to buyers. This charge uses the loan amount, not the sale price.
Sellers generally cover a separate grantor’s tax, which our example leaves out. As a result, it shows no seller costs except commission and the old mortgage payoff. The grantor is the person who sells the home and signs the transfer. Each $500 of the sale price carries 50 cents, for a rate of 0.1%. By agreement, the buyer and seller may have the buyer pay some or all of this tax.
Virginia’s state tax on a $400,000 sale equals $1,000. Among the 36 places charging this tax, including DC, Virginia ranks 23rd from the top.
